Managers

As the service manager has the most influence and accountability for the quality of the education, health and safety and the financial viability of the service, the cost to managers may be severe if mistakes occur.

Managers and leaders can sometimes find themselves responsible for becoming familiar with the legislative and financial requirements of their roles, sometimes only discovering any gaps following a serious incident, a complaint, when identified by ERO, or when pulled up and put on notice by the Ministry of Education.

Areas of particular importance to managers to be well prepared and versed on are:

  • A thorough understanding of The Education (Early Childhood Services) Regulations 2008 and the Ministry of Education’s licensing criteria relevant to your particular type of service
  • An in-depth knowledge of the Vulnerable Children’s Act 2014 and the responsibilities associated with it
  • An understanding of ECE funding, 20 hours ECE subsidy, frequent absences and the 3-week absence rule, funding exemptions and overrides and optional charging.
  • Staffing considerations such as the teacher certification and funding, person responsible and staff to child ratios
  • Staff appraisal and professional development
