Who will benefit from a 100% funding band and by how much?

thank youThe new 100% funding band is fabulous news for centres that have done well to retain 100% certificated teachers within minimum regulated staffing ratios.  At these centres no teacher counted for funding purposes should need now to be made redundant because of the Covid-19 lockdown and its effects on our economy and declining revenue from parent fees.

However, the new funding band and associated funding changes are not designed to bring greater things than this. The changes are about keeping the status quo and will not uplift quality, for two reasons: 

  • There is no requirement that centres must employ or work toward 80% certificated teachers or 100%.
  • There is still a higher funding rate table for centres that the government supports to provide pay parity to their teachers and a lower one for salary attestation with no pay scale.

Perhaps the new 100% rate will push pay rates up for teachers in non-kindergarten centres by causing a scramble among centres to find certificated teachers and pay them more than what another centre might pay them?  But how likely is this really?

The amount difference between the 100% and the 80 – 99% rates from 1 January is not significant. For example, for under-2s a centre will get 32 cents extra an hour on the 100% rate compared to the 80% rate.  Multiple 32 cents by the maximum ratio infants (5) per teacher and that equals a maximum of an extra $1.60 an hour for employing 100% qualified in an under-2s centre.  

What you need to know

  • Maintaining 100% and not slipping to 99% can be very difficult for centres.
  • Teachers counted in the staff head count need to be present with children and not engaged in other tasks such as cleaning and office work.  
  • Unqualified staff and students can still be employed, but are not counted within the minimum adult-child regulated ratio for funding purposes.
  • Practising certificates held by staff must be 'full', 'provisional' or ‘subject to confirmation’ – or staff must have a letter from the Teaching Council saying that certification has been approved.
  • It is suggested that services maintain a list of certificated relievers who are available when certificated teachers are absent or become ill during the day.
  • Discretionary hours are 40 per funding period. (An increase to discretionary hours to 60 applies only from 1 October 2019 until 31 May 2020).
  • Breaks/absences of 15 minutes or more must be recorded on the Staff Record to maintain transparency and may be counted as one discretionary hour.

Teacher wage attestation $21.87 per hour for diploma or 3 year teaching degree, and $22.51 per hour for a higher teaching qualification
From 1 July 2020 the teacher pay rate is increasing to $23.97 per hour and no higher wage rate than this is required to be paid to any qualified and certificated teacher employed. Read more
